- Only very rarely has any organization (or person) anywhere at anytime admitted to doing something wrong.
- Change is extremely rare when it opens up the organization to possibility of law suits
- doctor had failed to give Vitamin D and there was a pre-term birth
- I do not expect this petition to be among the rare successes
